Citizens’ Assembly Resolution of June 28, 2026: PDA Calls on Moldova to Maintain 8% VAT and the 1% Tax Regime for Independent Activity

The political party “Democrația Acasă” (Democracy at Home) has submitted a Resolution, adopted by open vote at a public Citizens’ Assembly held on June 28, 2026 in front of the Parliament of the Republic of Moldova, to President Maia Sandu, Parliament Speaker Igor Grosu, and Prime Minister Alexandru Munteanu. Copies were sent for information to the EU Delegation to Moldova, the US Embassy, the Embassy of Romania, the OSCE Mission to Moldova, and the Council of Europe Office in Chișinău.

Participants — entrepreneurs, farmers, transporters, self-employed workers, pensioners, and public and private sector employees from across the country — voiced concerns over Moldova’s rising tax burden and declining living standards.

The Resolution’s key demands include maintaining the current 8% VAT rate on goods and services currently benefiting from it, preserving the 1% tax rate for independent economic activity in the 2027 fiscal policy, launching a public audit of central administration spending, and strengthening meritocracy while preventing favoritism and nepotism in public institutions. It also calls for a permanent public consultation mechanism between the Government, Parliament, and the business community before any fiscal or budgetary changes.

Party leader Vasile Costiuc stated that a strong state is not built through ever-higher taxes, but through respect for citizens, support for entrepreneurs and job creators, responsible public spending, and merit-based public administration.

The Resolution was adopted unanimously and calls on authorities to formally review the demands, hold public consultations with assembly representatives, and publicly communicate, within the legal timeframe, the concrete measures to be taken in response.
